On 12 October 2026, Andrii Pasichnyk, a member of the High Qualification Commission of Judges of Ukraine, participated in the international conference “Judicial Governance Bodies: Strategy and Institutional Leadership in the Context of EU Integration and Judicial Reform in Ukraine”, organised by the High Council of Justice with the support of the Council for the Judiciary of the Kingdom of the Netherlands.
The event aimed to present the High Council of Justice’s Strategy for 2026–2030 and its implementation action plan, as well as to discuss current challenges facing the judiciary under martial law. Key topics included safeguarding judicial independence, disciplinary liability, integrity and professional ethics, and court staffing and funding.
Andrii Pasichnyk joined the panel discussion “Implementing the Strategy in the Face of Key Challenges: Ukrainian and International Experience”. In his address, he noted that adopting the Strategy demonstrated the High Council of Justice’s leadership and was a particularly timely step, as it provides direction for the entire justice system and a clear framework for its further development.
Discussing the Strategy, Andrii Pasichnyk also suggested considering changes to the model of competitive selection procedures to make them simpler and faster, and put forward several specific proposals. He emphasised that a window of opportunity for such changes exists now: most ongoing competitive selection procedures will conclude in 2027, leaving a year to develop new approaches so that the next competitions can begin under revised rules in 2028.
Please be reminded, the draft Strategy was developed between March and July 2026 by the Working Group on European Integration and Strategic Development of the High Council of Justice, in cooperation with the Council for the Judiciary of the Netherlands.
The conference brought together judges from local courts and courts of appeal, the Constitutional Court of Ukraine, the Supreme Court and the High Anti-Corruption Court; Members of the Ukrainian Parliament; and representatives of the Office of the President of Ukraine, the Government, state authorities, anti-corruption bodies, judicial governance and judicial self-governance bodies, academia, civil society, diplomatic missions and international organisations, as well as international assistance programmes and projects.
Нагадаємо, що проєкт Стратегії розроблявся упродовж березня – липня 2026 року робочою групою з питань європейської інтеграції та стратегічних питань розвитку ВРП у співпраці з Радою правосуддя Нідерландів.
У конференції взяли участь судді місцевих та апеляційних судів, Конституційного Суду України, Верховного Суду й Вищого антикорупційного суду, народні депутати України, представники Офісу Президента України, уряду, органів державної влади, антикорупційних органів, органів суддівського врядування та суддівського самоврядування, наукової спільноти, громадянського суспільства, дипломатичних установ і міжнародних організацій, а також програм і проєктів міжнародної допомоги.
