19.10.2026

On 14 October 2026, the High Qualification Commission of Judges of Ukraine, sitting in plenary session, issued recommendations for appointment as judges of the Specialised Administrative Court of Appeal. These are the first recommendations submitted to the High Council of Justice for the appointment of judges to the newly established court.

Following the competition announced by the Commission on 29 October 2025, six successful candidates received recommendations:

  • Yurii Hlomb;
  • Alina Diska;
  • Tetiana Kravchenko;
  • Valerii Kravchuk;
  • Oleksandr Maistrenko;
  • Olena Tsarikova.

“The Commission emphasises that the results of this competition are important both for fulfilling Ukraine’s international commitments and for ensuring access to a fair trial for individuals and businesses in disputes with central executive authorities. This is also an important instrument for strengthening the rule of law in Ukraine,” said Commission member Ruslan Sydorovych.

The Commission has thus recommended candidates for appointment to six of the ten vacant judicial positions for which the competition was announced.

On 14 October, the Commission also approved the ranking of participants in the competition and the list of successful candidates.

A consolidated table showing participants’ results at each stage of the competition and their current status has been published on the Commission’s official website. It is available at: https://tinyurl.com/3uh7cdse.
