Selection for the position of a local court judge
The checking of 1,747 practical assignments completed as part of the fourth stage of the qualification exam for candidates for the position of a judge of the local general court and judges who have expressed their intention to be transferred to another local general court is ongoing.
On June 03, 2026, the Commission approved the coded results of the practical assignment in the specialisation of the local general court completed on October 28, 2025 by participants of the second group. The coded results are available via the link (in Ukrainian).
On June 10, 2026, the Commission approved the coded results of the practical assignment in the specialisation of the local general court completed by participants of the second group on
October 15, 2025 and by participants of the first group on October 16, 2025. The coded results are available via the link (in Ukrainian).
On June 17, 2026, the Commission approved the coded results of the practical assignment in the specialisation of the local general court completed on October 29, 2025 by participants of the first group. The coded results are available via the link (in Ukrainian).
On June 17, 2026, the Commission approved the coded and decoded results of the practical assignment in the specialisation of the local commercial court completed on October 09–10, 2025 by candidates for the position of a judge of the local court and judges who have expressed their intention to be transferred to another local court.

In June, the Commission conducted interviews with 49 candidates for the positions of judges at the general courts of appeal:
- 21 candidates have confirmed the ability to administer justice (for the Dnipro Court of Appeal – 6, the Kyiv Court of Appeal – 3, for the Lviv Court of Appeal – 5, and for the Kharkiv Court of Appeal – 7);
- interviews with 16 candidates will be held by the plenary session of the Commission (for the Dnipro Court of Appeal – 5, the Kyiv Court of Appeal – 1, the Lviv Court of Appeal – 4, and for the Kharkiv Court of Appeal – 6).

On June 08, 2026, the Commission took decisions recommending to the High Council of Justice the appointment of candidates to vacant positions of judges at the Odesa Court of Appeal. Those recommended for appointment included 15 judges of local general courts, 1 judge of the court of appeal, 1 attorney, and 6 persons combining legal practice with academic activity.

Competition to the High Anti-Corruption Court
On June 08, 2026, the Commission approved the ranking (in Ukrainian) of candidates for vacant positions of judges at the High Anti-Corruption Court based on the results of the qualification assessment conducted within the competition.
On June 22, 2026, the Commission recommended 19 candidates for appointment as judges of the High Anti-Corruption Court: 7 candidates for appointment as judges of the Appeals Chamber of the High Anti-Corruption Court and 12 candidates for appointment as judges of the High Anti-Corruption Court.

The competition for the High Anti-Corruption Court has not yet been completed. Under the terms of the competition, a third stage may be conducted for the filling of vacant positions of judges of the High Anti-Corruption Court should additional vacancies arise before the competition is concluded. Such vacancies may arise as a result of other judges from the High Anti-Corruption Court being appointed to the Appeals Chamber of that court.

Competition to the Specialised Circuit Administrative Court and Specialised Administrative Court of Appeal
On June 15, 2026, the Commission approved the coded and decoded results of the fourth stage of the qualification exam (completion of the practical assignment in the specialisation of the Specialised Circuit Administrative Court) as part of the competition.
The decoded results are available via the link (in Ukrainian).
67 candidates successfully completed the practical assignment in the specialisation of the Specialised Circuit Administrative Court and continue to participate in the competition.
On June 22, 2026, the Commission approved the coded and decoded results of the fourth stage of the qualification exam (completion of the practical assignment in the specialisation of the Specialised Administrative Court of Appeal) as part of the competition.

23 candidates successfully completed the practical assignment in the specialisation of the Specialised Administrative Court of Appeal and continue to participate in the competition.
10 candidates are competing simultaneously for the positions of judges in both competitions.
Secondments

11 notifications from the State Judicial Administration of Ukraine on secondments and 1 notification of early termination of secondment were received.
The issues of secondments of judges were considered:
- to 20 courts due to an excessive caseload;
- from 4 courts due to a change in the territorial jurisdiction of court cases.
The issue of the early termination of the secondment of one judge was considered.
The issue of the early termination of the secondment and simultaneous secondment of one judge was considered.
It was recommended that judges be seconded to the following courts:
- Derhachi District Court of Kharkiv Oblast (1 judge);
- Dnipro Court of Appeal (1 judge);
- Dnipro District Court of Dnipropetrovsk Oblast (1 judge);
- Dnipropetrovsk District Administrative Court (10 judges);
- Zhytomyr District Administrative Court (1 judge);
- Kyivskyi District Court of Poltava City (8 judges);
- Oleksandrivka District Court of Donetsk Oblast (1 judge);
- Storozhynets District Court of Chernivtsi Oblast (1 judge);
- Kharkiv District Administrative Court (10 judges).
Qualification assessment
for suitability of a judge for his/her position held and in connection with the imposition of a disciplinary sanction
The Commission determined the results of the qualification assessment of 1 judge:
Dina Stelmakh, Kamianets-Podilskyi City and District Court of Khmelnytskyi Oblast – is suitable for the position held.
The Commission terminated qualification assessment for suitability for the position held, in respect of:
- 62 judges, following their resignation from the position of judge;
- 4 judges, following confirmation of their ability to administer justice at the High Anti-Corruption Court:
- Oksana Hutsal, Orikhiv District Court of Zaporizhzhia Oblast;
- Vitalii Koriahin, Ternivka City Court of Dnipropetrovsk Oblast;
- Vladyslav Kukhta, Chernihiv District Court of Chernihiv Oblast;
- Olha Pevna, Troitske District Court of Luhansk Oblast.
The Commission also terminated the qualification assessment in respect of 5 judges due to the imposition of disciplinary sanctions.
On June 15, 2026, the Commission conducted the exam for one judge as part of the qualification assessment for suitability for the position held.

Participation in the events
June 05, 2026 – the meeting between members of the Public Council of International Experts and the High Qualification Commission of Judges of Ukraine, organised with the support of the EU Project “Pravo-Justice”, to develop a shared understanding of the working process and foster effective working relationships between the Public Council of International Experts, the members of the Commission, and the secretariats of both bodies within the competitions for judicial positions at the Specialised Circuit Administrative Court and the Specialised Administrative Court of Appeal.
June 11, 2026 – the thematic webinar dedicated to the regulations and conclusions of the Anti-Corruption and Integrity Outlook 2026 report.
June 15, 2026 – the thematic event organised by the EU Project “Pravo-Justice” to present the publication Handbook for Newly Appointed Judges, developed jointly by the Project, the National School of Judges of Ukraine, and members of the Commission.
June 18, 2026 – an online meeting of the Working Negotiation Group to discuss the thematic subgroups of the Rule of Law Roadmap.
June 18, 2026 – the working meeting with representatives of the Ministry of Economy, Environment and Agriculture of Ukraine to discuss progress in implementing Step 4.3 of the Ukraine Facility Plan.
June 18, 2026 – the meeting of the Steering Committee of the EU Project “Pravo-Justice” to review and summarise the outcomes of Phase III of the Project.
June 19, 2026 – the discussion of the concept for the pilot project “Trans-Territorial Jurisdiction in Commercial Proceedings in Ukraine”, held with the support of the EU Project “Pravo-Justice”.
June 23, 2026 – the visit by Claire Ovey, Director of Human Rights of the Council of Europe, to discuss the implementation of judgments of the European Court of Human Rights concerning Ukraine.
June 25, 2026 – the coordination meeting with representatives of the European Commission to discuss the progress of implementation of the Rule of Law Roadmap.
June 30, 2026 – the second meeting of the Subcommittee on Ukraine’s Accession to the European Union of the EU–Ukraine Parliamentary Association Committee to discuss Cluster 1 “Fundamentals of the EU Accession Process” with particular focus on the judiciary and the justice sector.
