Testing of General Knowledge in the Field of Law and Knowledge of the Specialization of the Relevant Court Has Been Scheduled

Please be informed, that on July 25, 2025, the High Qualification Commission of Judges of Ukraine adopted a decision to schedule a testing on general knowledge in a field of law and knowledge of the specialization of the relevant court as part of the qualification exam for candidates applying for the position of a local court judge, as well as for judges seeking transfer to another local court. Schedules of the tests have been approved accordingly.

If an individual has changed their surname, they must promptly notify the Commission and submit a copy of the document confirming the change. This notification, along with supporting documents, can be submitted through the “Candidate’s Appeal” section in the judicial career

To facilitate participation for candidates and judges who are active military service members, the Commission has determined that, upon written request from such a participant, the dates of tests of general knowledge in the field of law and specialization of the relevant court may be rescheduled within the set schedule for each specialization.

Given the large number of test-takers and the limited capacity of the testing facilities, military service members are requested to submit any rescheduling requests no later than two days before the desired test date. Requests must be submitted via the “Candidate’s Appeal” section of the judicial career e-cabinet (ksk.vkksu.gov.ua).

Testing will be conducted at the following locations:

Kyiv, 9 General Shapoval Street (High Qualification Commission of Judges of Ukraine)

Kyiv, 90 Vasylkivska Street

A Ukrainian national passport must be presented for registration.

Testing will be conducted using computer-based technology.

Test questions for both general knowledge in the field of law and knowledge of court specialization are randomly selected by the information system, taking into account the number of questions in each section (subsection) of the exam syllabus and the taxonomic characteristics of anonymous testing, as approved by the Commission’s decision dated January 29, 2025, № 29/zp-25.

The duration of the test of general knowledge in the field of law and knowledge of the specialization of the relevant court is 100 minutes.

The number of test questions on general knowledge in the field of law and knowledge of the specialization of the relevant court is 100, of which 33 are on general knowledge in the field of law and 67 are on knowledge of the specialization of the relevant court.

The maximum possible score at the stage of testing general knowledge in the field of law and knowledge of the specialization of the relevant court is 150. To calculate the score that a participant receives for testing general knowledge in the field of law and knowledge of the specialization of the relevant court, a coefficient of 1.5 is applied.

The individual code and workstation for taking the general knowledge of law and knowledge of the relevant court specialization tests are determined at random using the blind selection method by the participant from among the printed and randomly hidden options placed in front of him/her.
