The Fourth Stage of the Qualification Exam Has Been Scheduled – the Completion of the Practical Assignment In the Specialisation of the Relevant Court – Within the Competitions for Vacant Positions at the Specialised Circuit Administrative Court and the Specialised Administrative Court of Appeal | High Qualification Comission of Judges of Ukraine

On May 06, 2026, the Commission scheduled the fourth stage of the qualification exam (completion of the practical assignment in the specialisation of the relevant court) as part of the competitions for vacant positions of judges at the Specialised Circuit Administrative Court and the Specialised Administrative Court of Appeal, announced on October 29, 2025.

If the surname of a person listed in the schedules has changed, the Commission must be notified immediately and a copy of the document certifying the change must be sent (contact details: tel. (044) 233-63-85, e-mail: inbox@vkksu.gov.ua).

The practical assignment in the specialisation of the relevant court will take place at the premises of the High Qualification Commission of Judges of Ukraine at the following address: 9, General Shapoval St., Kyiv.

To register for the exam, you must bring your Ukrainian passport (in booklet or card form) and the personal card issued during registration for the first stage of the qualification exam.

The practical assignment in the specialisation of the relevant court will be completed using computer technology.

Candidates for the position of a judge at the Specialised Circuit Administrative Court will complete one Type 2 task, whilst candidates for the Specialised Administrative Court of Appeal will complete two Type 2 tasks.

Duration of the practical assignment:

in the specialisation of the Specialised Circuit Administrative Court’s – 240 minutes;
in the specialisation of the Specialised Administrative Court of Appeal’s – 360 minutes.

The Commission has also approved:

The maximum possible score for the practical assignment in the specialisation of the relevant court is 150.

The number of points for a model court decision in the specialisation of the Specialised Circuit Administrative Court, in accordance with the methodological guidelines for assessing the practical assignment, is 75 points. A coefficient of 2 is applied to calculate the score a candidate receives for completing the practical assignment in the specialisation of the Specialised Circuit Administrative Court.

The number of points for the model court decisions in the specialisation of the Specialised Administrative Court of Appeal is 150 points, of which:

75 points for the first model court decision;
75 points for the second model court decision.

The passing score for the fourth stage of the qualification exam (completion of the practical assignment in the specialisation of the relevant court) is 75 per cent of the maximum possible score, or 112,5 points.

Individual codes for completing the practical assignment in the specialisation of the relevant court are determined at random using an automated generation method (via an information system).

The workplace for completing the practical assignment in the specialisation of the relevant court is determined at random using a blind selection method, whereby the participant chooses from among the printed options placed before him/her and randomly concealed.
