Please, be informed, that the High Qualification Commission of Judges of Ukraine has completed testing of general knowledge in the field of law and knowledge of the specialization of local administrative courts, which was held from August 05 to August 08, 2025.

I. Composition of participants admitted to the second stage of the qualification exam i.e., testing of general knowledge in the field of law and knowledge of local administrative court specialisation.

According to part one of Article 55 of the Law of Ukraine “On the Judiciary and the Status of Judges”, a judge may, with his or her consent, be seconded to another court of the same level and specialisation to administer justice by a decision of the High Council of Justice adopted on the basis of a submission from the High Qualification Commission of Judges of Ukraine.

On August 12, 2025, at the session in Panels of the High Qualification Commission of Judges of Ukraine, interviews were conducted and the results of the qualification assessment of four candidates for the positions of judges at the Sumy Court of Appeal were determined.

Based on the results of the qualification assessment, the Commission took the following decisions:

Please be informed, that from August 11 to August 13, 2025, test on general knowledge in the field of law and knowledge of the specialisation of the local commercial court is being conducted for 2,237 candidates as second stage of the qualification exam within the selection process for the position of a judge of a local court.

The coded test results for August 12, 2025, have been established for 467 persons:

1)         16 candidates did not reach the minimum passing score;

2)         451 candidates reached the minimum passing score:

On August 11, 2025, at the session in Panels of the High Qualification Commission of Judges of Ukraine, interviews were conducted and the results of the qualification assessment of three candidates for the positions of judges at the Sumy Court of Appeal were determined.

Based on the results of the qualification assessment, the Commission took the following decisions:

On August 11, 2025, at the plenary session of the High Qualification Commission of Judges of Ukraine, the issue of confirming the ability of two candidates for the position of judge to administer justice in the Sumy Court of Appeal, one candidate in the Zhytomyr Court of Appeal, and two candidates in the Court of Appeal was considered.

Based on the results of the session, the Commission took the following decisions:

The second stage of the qualification exam for candidates for the positions of judges of local administrative courts and judges who have expressed their intention to be transferred to another local administrative court has been completed – testing of general knowledge in the field of law and knowledge of the specialisation of local administrative courts.

Please be informed, that on August 11, 2025, the High Qualification Commission of Judges of Ukraine took a decision to approve the coded and decoded results of the general knowledge test in the field of law and knowledge of the specialisation of the local administrative court, held on August 05 – 08, 2025, as part of the qualification exam for candidates for the position of local court judge and judges who have expressed their intention to be transferred to another local court.

On August 08, 2025, the Chairman of the High Qualification Commission of Judges of Ukraine (HQCJ) Andrii Pasichnyk, with the participation of Commission members Vitalii Gatseliuk and Roman Sabodash, held a working meeting with representatives of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). The parties discussed practical steps towards implementing the activities outlined in the Rule of Law Roadmap.
