On September 26, 2023, the Chairman of the High Qualification Commission of Judges of Ukraine Roman Ihnatov, the Deputy Chairman of the Commission Ruslan Sydorovych and the Head of the Secretariat of the Commission Olena Ponomarenko held a meeting with the Head of the Verkhovna Rada Committee on Legal Policy Denys Maslov and the Director of the Ukrainian Center for Educational Quality Assessment (UCEQA) Tetiana Vakulenko.

In connection with numerous requests of candidates for the position of a judge regarding the return of applications and documents submitted for competition participation to hold 346 positions of appellate courts judges announced by Commission’s decision dated August 09, 2019, № 154/zp-19, which was canceled by Commission’s decision dated September 14, 2023, № 91/zp-23, please be informed about the following information.

The competition to fill 532 vacant positions of judges of appellate courts (hereinafter referred to as the Competition) is held in accordance with the Law of Ukraine “On the Judiciary and the Status of Judges”, the Regulations on holding a competition to fill a vacant position of a judge and the decision of the Commission.

In its work, the High Qualification Commission of Judges of Ukraine demonstrates maximum information openness, transparency, and accountability to the public and all stakeholders. The HQCJ has been operating for over 100 days now. During this time, the new composition of the Commission without institutional memory has made a number of important decisions.

Please be informed that the Commission plans to conduct a qualification evaluation of judges in October 2023.

Announcement of a competition for 560 vacant positions of judges in local courts

1. The Competition for 560 vacant positions of judges in local courts (hereinafter referred to as the Competition) is held in conformity with the Law of Ukraine “On the Judiciary and the Status of Judges”, Regulations on holding a competition to fill a vacant position of a judge, vacancy pools for local court judges, and decisions of the Commission.

On  September 14, 2023, the Chairman of the High Qualification Commission of Judges of Ukraine Roman Ihnatov met online with the Leader of the Dutch-Ukrainian Project “Judiciary and Society in Ukraine” of the Centre for International Legal Cooperation, Deputy Head of the District Court of Amsterdam Esther de Rooij.

On September 11–12, 2023, with the support of the USAID Justice for All Activity Program, training on improving interviewing skills was conducted for members of the High Qualification Commission of Judges of Ukraine.

On September 08, 2023, Chairman of the High Qualification Commission of Judges of Ukraine Roman Ihnatov, Deputy Chairman Ruslan Sydorovych, and Commission member Vitalii Gatseliuk met with the Chief of Party of the USAID Justice for All Activity Program David M. Vaughn.

During the meeting, the parties signed a Protocol of Cooperation on Implementation of the USAID Justice for All Activity International Technical Assistance Program.
