A public discussion of the Draft Regulation on Regular Assessment of Judges (hereinafter referred to as the draft Regulation) based on the results of the review of proposals received by the High Qualification Commission of Judges of Ukraine will take place on September 24, 2025 at the premises of the Commission at 9, General Shapoval Street, Kyiv.

Please be informed that on September 19, 2025, the High Qualification Commission of Judges of Ukraine took a decision to schedule the qualification assessment within the competition for filling vacant positions of judges at the High Anti-Corruption Court, announced on June 03, 2025, to administer the qualification exam within this competition, and to establish the timetable for testing knowledge of the history of Ukrainian statehood.

Please be informed, that on September 19, 2025, the High Qualification Commission of Judges of Ukraine took a decision to schedule the fourth stage of the qualification exam (completion of a practical assignment in the specialisation of the relevant court) for candidates applying for the position of a local court judge and for judges who have expressed their intention to be transferred to another local court, as well as to establish the timetable for its administration.

At the session of the High Qualification Commission of Judges of Ukraine, held on September 29, 2025, recommendations were made for the appointment of judges to the Sumy Court of Appeal.

Based on the results of the competition announced by the Commission on September 14, 2023, 19 winners received recommendations, namely:

On September 29, 2025, the High Qualification Commission of Judges of Ukraine launched the procedure for providing recommendations to candidates for positions in the general courts of appeal as part of the competition announced on September 14, 2023.

Please be informed, that from September 09 to 17, 2025, 4,842 participants are undergoing cognitive ability testing as the third stage of the qualification exam for selection for the position of local court judge.

The coded test results for September 17, 2025, have been established for 453 persons:

1) did not reach the minimum passing score – 116 persons;

On September 17, 2025, the First Chamber of the High Qualification Commission of Judges of Ukraine considered the issue of submitting a recommendation on the transfer of judges to another court of the same level and specialisation for the administration of justice.

Due to the excessive workload of the court, the Commission decided to submit a recommendation to the High Council of Justice to transfer Judge of the Hlobyn Raion Court of Poltava Oblast Olena Fitsai to the Solomyanskyi District Court of Kyiv City for a period of one year.

On September 16, 2025, at a session of the High Qualification Commission of Judges of Ukraine, interviews were conducted and the results of the qualification assessment of three candidates for the position of judge at the Transcarpathian Court of Appeal were determined.

Based on the results of the qualification assessment, the Commission took the following decisions:

On September 16, 2025, the Panel of the High Qualification Commission of Judges of Ukraine decided to adjourn the consideration of the issue of reviewing the dossier, conducting an interview and determining the results of the qualification assessment of the judge of the Curcuit Administrative Court of Kyiv City – Maryna Boyaryntseva – for suitability for the position held, until 10:00 a.m. on October 10, 2025.

On September 16, 2025, the High Qualification Commission of Judges of Ukraine, sitting in Panels, considered the issue of admitting 124 candidates to undergo qualification assessment and participate in the competition for vacant positions of judges of the High Anti-Corruption Court, announced by the Commission on June 03, 2025.

Based on the results of the session, the Commission decided to admit 98 persons to undergo qualification assessment and participate in the competition.
