On May 06, 2025, the High Qualification Commission of Judges of Ukraine started admission of persons to participation in the selection for the position of a local court judge (in the passing the qualification exam).
Today, the Panel considered the admission of 1,014 persons, including 886 candidates for the position of judge and 128 judges.
Please be informed, that on May 01, 2025, the High Qualification Commission of Judges of Ukraine completed accepting applications and documents from candidates who are military personnel and intend to participate in the selection for the position of a local court judge. The number of people who submitted documents under the special procedure is 306.

On April 28, 2025, the High Qualification Commission of Judges of Ukraine determined the courts to be included in the first group of courts at the first stage of the competition for vacant positions of judges in general courts of appeal announced by the Commission’s decision of September 14, 2023 No. 94/zp-23 (as amended):
On May 05, 2025, the Panels of the High Qualification Commission of Judges of Ukraine established the results of a special vetting of 15 candidates for the positions of judges in administrative courts of appeal within the competition announced by the Commission on September 14, 2023.
The Commission has found that no information was obtained during the special vetting process that would indicate non-compliance with the requirements for the position of judge by the following candidates:
According to part one of Article 55 of the Law of Ukraine “On the Judiciary and the Status of Judges”, a judge may, with his or her consent, be seconded to another court of the same level and specialization to administer justice by a decision of the High Council of Justice adopted on the basis of a submission from the High Qualification Commission of Judges of Ukraine.
According to the decision of the High Qualification Commission of Judges of Ukraine of April 30, 2025, candidates were granted access to their own dossiers in electronic form in the judicial e-cabinet.
The High Qualification Commission of Judges of Ukraine has decided:
1. To determine that a judge of the Vinnytsia Circuit Administrative Court Nataliia Zhdankina scored 794.875 points in the qualification evaluation for suitability for the position held.
According to part one of Article 55 of the Law of Ukraine “On the Judiciary and the Status of Judges”, a judge may, with his or her consent, be seconded to another court of the same level and specialization to administer justice by a decision of the High Council of Justice adopted on the basis of a submission from the High Qualification Commission of Judges of Ukraine.
On April 30, 2025, the Commission decided to approve the methodological guidelines for evaluation of the practical assignments completed during the qualification exam by candidates for the positions of local court judges and judges who intend to be transferred to another local court.
