On March 19, 2025, the plenary meeting of the High Qualification Commission of Judges of Ukraine considered the issue of establishing the fact that two judges refused to undergo a qualification evaluation for suitability for the position held and terminating the qualification evaluation of a judge for his/her position held.

Based on the results of the meeting, the Commission made the following decisions:

Please be informed, that on March 19, 2025, the Commission decided to appoint the second stage of testing personal moral and psychological qualities and general abilities as part of the qualification evaluation of judges for their suitability for the position held –

Please be reminded that the application process for the selection of local court judges is ongoing and ends at 23:59 on March 30, 2025.

Taking into account the legal regime of martial law, candidates shall be urged not to postpone the submission of documents until the last day.

According to part one of Article 55 of the Law of Ukraine “On the Judiciary and the Status of Judges”, a judge may, with his or her consent, be seconded to another court of the same level and specialization to administer justice by a decision of the High Council of Justice adopted on the basis of a submission from the High Qualification Commission of Judges of Ukraine.

On March 19, 2025, the First Chamber of the High Qualification Commission of Judges of Ukraine considered the issue of submitting a proposal with a recommendation to second judges to another court of the same level and specialization to administer justice.

Due to the excessive judicial workload, the Commission decided to submit to the High Council of Justice a proposal with a recommendation to second to the Solomianskyi District Court of Kyiv City for a period of one year:

On March 18, 2025, a meeting of the Panel of the High Qualification Commission of Judges of Ukraine considered the issue of studying the dossiers, conducting interviews and determining the results of the qualification evaluation of three local court judges for their suitability for the position held.

Based on the results of the meeting, the following decisions were made:

On March 17, 2025, the High Qualification Commission of Judges of Ukraine in plenary session considered the issue of compliance with the guarantees of independence of the High Qualification Commission of Judges of Ukraine.

By the decision No. 47/zp-25 of the Commission dated March 07, 2025, the testing of personal moral and psychological qualities and general abilities of 41 judges was scheduled as part of the qualification evaluation for suitability for the position held and in connection with the imposition of disciplinary sanctions.
