The High Qualification Commission of Judges of Ukraine Appealed to the High Council of Justice to Take Measures to Ensure the Authority of Justice

Please be informed that, by a decision of the High Qualification Commission of Judges of Ukraine dated October 27, 2025, it was decided to appeal to the High Council of Justice to take measures to ensure the authority of justice.

A Competition Has Been Announced to Fill 27 Positions of Judges in the New Specialised Administrative Courts (SCAC and SACA)

The High Qualification Commission of Judges of Ukraine has announced a competition for positions in the newly established specialised administrative courts. A total of 27 judges will be selected, of whom 17 will work in the Specialised Circuit Administrative Court and 10 in the Specialised Administrative Court of Appeal.

The High Qualification Commission of Judges of Ukraine Recommends Secondment of Three Judges to Other Courts

On October 29, 2025, the First and Second Chambers of the High Qualification Commission of Judges of Ukraine considered the issue of submitting a recommendation on the secondment of judges to another court of the same level and specialisation for the administration of justice.

The High Qualification Commission of Judges of Ukraine Has Begun Interviews with Candidates for the General Courts of Appeal in Ukraine’s Largest Regions

On October 28, 2025, at the session of the High Qualification Commission of Judges of Ukraine, interviews were conducted and the results of the qualification assessment of three candidates for the positions of judges in the Lviv Court of Appeal were determined. The Commission began interviews with candidates for judicial positions in the second group of courts in the competition for vacant positions of judges in general courts of appeal.

Competition to the Zaporizhzhia Court of Appeal: One Candidate Confirmed Their Ability to Administer Justice

On October 28, 2025, at the session of the High Qualification Commission of Judges of Ukraine, interviews were conducted and the results of the qualification assessment of three candidates for the positions of judges in the Zaporizhzhia Court of Appeal were determined.

Based on the results of the qualification assessment, the Commission took the following decisions:

 

Members of the High Qualification Commission of Judges of Ukraine Took Part in the International Conference “The Rule of Law in the Age of Populism: Freedom of Speech and the Right to a Fair Trial”

Freedom of speech and the right to a fair trial are not abstract slogans, but interrelated safeguards against the erosion of democratic rule of law. Any actions that create expectations of “quick decisions” in cases that require careful verification of facts and compliance with established procedures risk undermining public confidence in the institutions of justice and the media.

Competition to the General Courts of Appeal: Candidate Confirmed Ability to Administer Justice in the Chernihiv Court of Appeal

On October 27, 2025, the High Qualification Commission of Judges of Ukraine, in plenary session, considered the issue of confirming the ability of one candidate for the position of judge to administer justice in the Chernihiv Court of Appeal.

Based on the results of the qualification assessment, Stanislav Kyrychok was recognised as having confirmed his ability to administer justice in the general court of appeal.

Coded Results of Cognitive Ability Testing Within the Framework of the Competition for Vacant Positions of Judges in the High Anti-Corruption Court, Announced by Commission Decision No. 112/zp-25 of June 03, 2025

Please be informed, that on October 27, 2025, 131 participants took the cognitive abilities test.

The coded test results have been determined:

  • 44 persons did not achieve the average acceptable and passing score;
  • 87 persons achieved the average acceptable and passing score:

50 persons scored between 33 and 41 points;

32 persons scored between 41 and 51 points;

The Issue of Announcement of Competitions for the Specialised District Administrative Court and Specialised Administrative Court of Appeal Has Been Scheduled for Consideration

On October 23, 2025, the Chairman of the High Qualification Commission of Judges of Ukraine, Andrii Pasichnyk, emphasised this point while speaking at the event “The Path to the EU: Civil Society’s View on Ukraine’s Progress in Negotiating Chapters 23 and 24”.

Andrii Pasichnyk noted that the Commission is consistently implementing the competitive procedure for the selection of judges of the High Anti-Corruption Court and will fulfill all its obligations on time.
